Small Electric Current Running Through Outer Laptop Casing
Homepro sells extension leads with a three pin plug attached. Toshino c-008 has three pins and a fuse. ( aroud 250 baht) is one As you have noticed the extension lead you are using does not provide an earth. Note most english to Thai adapters do not provide an earth as they terminate with two pins.I have also taken delivery of numerous appliances that require an earth and are fitted with a three core flex but the plug does not have the earth pin. I have tired of trying to get the third pin so replace the plug.

That area of your Laptop is where the hard drive is located, but that in itself does not explain the problem. To be able to "feel" any voltage your body has to supply a path to ground. (unless it is between a live conductor and a neutral!) Strange one, it really needs a couple of tests with a multi-meter. It could still be static electricity that you can feel: do you have a synthetic material mat or carpet?
For you CCTV, what do you have the English plugs plugged into? If it is an English multi outlet strip then keep it and the camera plugs. But really need to know more about what you have, as I doubt that the cameras operate at mains voltage, there is probably a step down transformer, or a small power supply similar to your laptop, that feeds the cameras. If the system has a control / switching box, the power supply will be in there.
If you go for a UPS, I always try to get a unit that is overrated for the job: at least 750 watts, or better, 1000 watts. The complete system should be on the UPS, cameras, DVR, etc. The UPS will need to be plugged into an outlet that has a proven earth (ground) connection.

How about a battery that's leaking or starting to go bad? They're right there under most laptop surfaces where you rest your hands. If sweaty, this could perhaps induce a current? Those batteries are quite powerful from what I understand as have read some actually blow up.

The battery on that laptop is on the front right hand corner (underneath) as you use the machine.
