Yeah, funny, ironically perhaps why so few speak French. It's a case of "What do the Thais want themselves?", regardless of what the government thinks is best for them. Unfortunately, most students take the slant that they will never leave Thailand, so why bother learning English.

FYI Poosmate - 500 baht an hour equals about £10 at the moment, and that is considered to be more than a living wage in the UK these days - where the legal minimum wage is still less than £6 an hour. And yes, that also applies to skilled people.
500 baht an hour in Thailand is therefore not to be sneezed at, especially when the climate and lifestyle are factored in.

Most people can speak English , but many can not spell it properly ( thank you spell check) what gets up my nose is some people have the need to correct others on forums.
And also if a Thai can speak English it opens up a lot of work opportunities.
