try your local landscape garden centre they will be able to help you out with a name of a guy who will do the work for you.

Splitlid is right, need a license, suppose it protects the wood cutters and they still operate in gangs outside the cities in rural areas as everyone needs one when they build stuff on their houses in the countryside. Still a thriving industry in the non-urban areas.
However, I did manage to buy a petrol driven mini one with a blade about a foot and 1/2 long for 13k Thai baht from a hardware shop in the middle of nowhere. Great for small 'around-the-house' stuff.
"Middle of nowhere" is the key bit there though.
Very cool things though, operate with much caution. You'll probably get one but it'll be way outside HH though. Look for a 'Mom and Pop' hardware store in the middle of nowhere next time you travel properly.

There was a total ban on chainsaws invoked many years ago when the Thai Government banned the cutting down of Teak trees. Like a lot of things here, it was slowly ignored. In Phrae, one of the original Teak forest areas, they are sold openly in hardware shops. And I doubt very much that a licence is required, maybe a contribution to the Christmas fund to seal the deal.

Nereus is partly right in that there was a law passed. However I don't think 'licence' is the correct word, more like 'registered to'. You can't officially buy one unless you have a valid need for it; even then there are lots of hoops to jump through. I'd think getting a firearms licence would be easier. And the law is still in effect so you use one or own one at your own risk.

I just bought one ( petrol 4k Baht ) at the bottom of the hill ( opposite Miss Kitty Bar and on the corner of the Soi to Dolphin Bar ) on Pala u Rd.
I was surprised as I thought a permit was required.
The guy in the shop says they now can be openly sold.
I also saw some in the big " plastic" store on the klong road.

saw one today near the green super market over the cross roads 4000 baht with a 18 inch bar
its just past the car glass repair place, in the shop behind a noodle stand,also has a few petrol strimers if you cant find it pm me and i would meet up and show you
