Bin/Rubbish Collection

When I was last staying at our place in Hua Hin (Pavilion Estate), the rubbish was collected 2 or even 3 times a week. We have now been here for over a week and there has yet to be a collection.

I am told that we should go to the ''responsible council office'', pay 900 Baht which will then become an annual payment. Once this is done, the property will be registered for rubbish collection and we will have ''council bin'' delivered.

1. Has anyone else heard of this?
2. If correct, does anyone know where the council office is where we need to make payment?

Our bill is monthly, added as only 10 baht on our water bill. We never paid any one time fee. Maybe you have to pay the fee if your home or development is not on the city water system. Is this the case with your home?
My brain is like an Internet browser; 12 tabs are open and 5 of them are not responding, there's a GIF playing in an endless loop,... and where is that annoying music coming from?

No, we're not on the mains/city water system, although could be a possibility in the future. Are you provided with a bin or bins HHF?

No, I supplied my own bin from HomePro (I think). I bought one just like the ones I saw around town so that they would pick it up. It's a big square heavy duty plastic green one on wheels with a hinged lid. When I forget to roll it outside until we have too much, I just put the overflow in black garbage bags tied at the top and set them next to the bin and they pick those up too.

At 10 baht per month, this is one of the best deals in Thailand compared to anywhere else I've lived! They seem to come 2 or 3 times a week. We don't need more than one pickup though as we recycle everything that is recyclable.

We pay annual charge at opidor office, located Just the other side of bypass, take road to waterfall, at first village pass a few shops and turn right. You can't miss building on right side covered in flags, the office you require is into the foyer and on the right, take house book, passport and they require you to draw a map. Did it myself first year (with the help of google translate) and paid 900, went with a Thai neighbour this year and only paid 300, seems that this is Thai price. Picked up big blue bin (500 ltr?) in back of car or they will deliver. The "contract" is for one bin/week, which day they come is anybodys guess. If you manage to get the cheaper rate keep the payment slip as they will give you the same rate next year.

Forgot to mention the annual payment is due in September.

Paying the fee will not guarantee regular visits. I have paid the 30 Baht per month (360 Baht yearly fee) for collection in Hin Lek Fai for several years. Sometimes it can be 2 weeks between collections - The truck was broken and having to clear for a Royal visit are some of the excuses.
They will often make up for a late collection by coming twice in a week :?
