What exactly is it bapak - and required for what? We have a place where we own the property and have a 30 (supposedly plus 30) year lease on the land. We have a Blue Book, BUT as both my wife and I are foreigners, our names are not included in the book. The BLUE book as I understand it is for sale of property (including motor vehicles and the like)?

Did mine about 3 yrs alot of crap to go through not sure if it was worth it really, maybe helps with car ownership, visa applications, etc??

Used the translation & Notary service now on the main road left hand side towards Market Village think same complex as TLC. Very slow service and about 2 or 3 000B. Should image they charge 5 or 7 000B takes about a month!

Why not pop into the Municiple Building and see the cost & documents required and proceedure if you have the time? For me using an agent was the best and quickest choice as I was in the UK most of the time.

You certainly need your passport front page to be notarised by your embassy in Bangkok, and this will cost you a few thousand plus all the translation documents to go with it. What with embassys' and translation offices it does cost and what do you get - to be able to buy a car and sell it in your name, and show you are a resident.

I had all these documents when I married and wanted to use certain documents for another purpose, but the municipality said I needed new documents, and this information is current.

It has been reported that if you have a Yellow Book it entitles the bearer to Thai Universal health care "Gold" card... the so-called Baht 30 card. I am just following up an enquiry from one of our foreign teachers.

IMO the author of that letter in the BP knows it's not really available to foreigners in a yellow book the way he's writing in past tense, to suit what actually happened at the very start of the 30 Baht healthcare program. Also the implications of the Civil Registration act he quotes makes it obvious, see below. By all accounts I could find, the cards were sent out to some foreigners by mistake in the first pilot run of the 30 Baht scheme, as this extract indicates:

On 26th February 2001, the government launched the 30 Baht health policy. The first phase was established in six pilot provinces. The insured are all of the people who were not in any health scheme and whose names are in the house registrations in those provinces. These people would receive the universal health card or the gold card.
During the period of the UC policy implementation, the organization, structure and management of healthcare system in each level changed dramatically. The process was characterized by rapid, radical and top-down change. This encouraged a do and correct approach.

And with applying for the yellow book (for what it's worth!?), the following is ironic seeing as the authorities seem to make it hard for foreigners to get them, turns out they are supposed to be issuing them anyway for all this census stuff, to every farang on a non-imm visa, owner or renting:

How about a "bullet point" list of required documents? mmmmmmm seems to vary. I am guessing a boozy lunch got in the way of this legislation being done properly. Blue book is easy and all I have ever needed to buy cars, bikes, lease buildings etc. in my name. So can anyone tell me why I NEED a yellow Tabien Baan? There must be something you need it for. If so I will pay a few thousand baht to the relevant people and get one without the hassle of running up to Bangkok and messing around for several days going to embassies and government offices, translators etc.

I've never seen the benefit in getting a yellow book, the only benefits I've seen is it makes you much more 'valid' address wise/permanent resident wise (I know we won't be PR) to people like immigration, banks, driving license dept, car finance, dept of employment, old bill, telephone/internet providers etc, and therefore makes certain processes easier. You read accounts where people have been refused for example a savings bank account being opened, produced their yellow book and the official said "ok no problem". Having said that, a 1,000 Baht note may as well be yellow colour too.

The correct documents you need to get a yellow book are the same documents that you need to open a bank account, extend your visa or register land/lease ... whatever the person working there says you need, or their revised list after you have negotiated
