My ATM card, which is held by my daughter in Thailand for emergencies expired. To get the new card to Thailand (covertly

At 5 o'clock this morning (middle of the night!!) my daughter phoned saying that she had just received a note from the Post Office in Hua Hin saying that there was a parcel for collection, but she would have to pay a Customs fee of 882Baht before it was handed over. When she arrived at the Post Office there was a further handling fee 20Baht to be paid.
In over 20 years of sending gifts to Thailand, this is the first time we've encountered a Customs/handling fee. Have I simply been fortunate to escape the fee previously (maybe because it was sent to a Thai)? or was this 2 new scams (Customs + handling) to get tea money?
I'm not too bothered, because the ATM was received safely, which was the main purpose of the exercise. However, I would like an answer to the above questions for future reference.
