Where are the best places to snorkel near Kao Takiab or Hua Hin?

I'm not sure there are any. No coral, only sand and murky water. You have to go further south down the coast for snorkeling.
My brain is like an Internet browser; 12 tabs are open and 5 of them are not responding, there's a GIF playing in an endless loop,... and where is that annoying music coming from?

there is no snorkelling in hua hin or around local,the nearest place is koh jarn which is past pracuab kiri khan 1 hour drive south,the other place is koh talu 3 hours drive south so a overnight stay would be best
if you are a good standard koh jarn would be ok ,but koh talu is really the place to go.
if you snorkell in or near hua hin you would be better of in your swimming pool,you will not see you hand the water is only ok for swimming

Yep, as stated above all you'll see is mud if you don a mask and snorkel around Hua Hin.

Hi, you say the water around Hua Hin is murky, is it from pollution or naturally muddy? How good just for general swimming?

Some people do swim in it, but I wouldn't. I don't know of any waste processing facility here and I know that it used to be piped into the sea (not sure if they still do that, though), and then there is the seasonal jellyfish problem.
