Looks like something to do with the channel tunnel. The buildings on the end not sure.

The first ever proposal for a tunnel between the UK and France was in 1802. Is it this site?

Is it....In 1996 the American Society of Civil Engineers identified the tunnel as one of the Seven Wonders of the Modern World? :?

Is it connected with the channel tunnel?

Well, before I give it away...

You know where it is, right? There's a port at the top of the photo (east) - that's Dover.

The cliff is quite famous in its own right. Its name would be as familiar to you as, say, Romeo or Falstaff.

This is all closely related to the Channel Tunnel. It is, indeed, based on the Tunnel. Keep digging.

The history is very recent - 80s-90s.

It may not have made the UK much better, but it certainly made it very slightly bigger...

Sea wall at Samphire Hoe, Dover. The Samphire Tower is also just visible.

It was constructed using spoil from the Tunnel.

Yeaaaa! Samphire Hoe is a bird sanctuary and nature reserve at the foot of Shakespeare Cliff - it is effectively an extension to the Kent coast, reclaimed land from chalk marl excavated when the tunnel was dug.
