New building in soi 94

As I been away for some months I see that my town is changing, today when going down soi 94( the road isn,t any road anymore, if you don,t want to damage your car, stay away) I noticed a new building coming close to the main street( on left side) Does anybody know what sort of building?

If you have a look at the front (Petchkasem Road) of the building it will tell you what is being built there
