Does anyone know the way to calculate the perimeter length of 3.1 rai of land. It's roughly a square shape - there aren't many bends or twists in it.

It'll be roughly 280m as long as it's basically square or rectangular.

Agree with Steve. I just worked it out by 3.1 rai (3.1 x 1,600m2) = 4,950m2, took a square and mucked about on calculator until 70mx70m square = 4,900m2, so 4no. 70m sides of a square = 280m2. More accurately than that quick way and it's 70.35mx70.35m which gives you same number as Steve's virtually.
