visas for kids

I have a question about visas for children. I have heard different things. Is it true that children under 14 dont need a visa. Or is it under 7? There have been conflicting answers between immigration and Thai embassies and my school's lawyers. Does anybody know for sure. Thanks in advance.

I always obtained a visa for my son from a very early age. However, when he overstayed at only 18 months, he was given the same telling off that I received, and got the dreaded overstay stamp in his passport. Only difference was that he didn't have pay an overstay fine.
