The south is the prettiest area, Khao Tao, the untouched beaches, cheaper prices away from the tourist traps, the mountians, fishing village and the huge lake make a perfect backdrop and there is always a cool breeze as its between the mountains and the sea. between soi 126 and 101 is your best bet.

There's a bit more space for building further out from Hua Hin too!

If one were to live part time in an area like Khao Tao, would it be necessary to speak some Thai?

No, not at all.

Having said that, speaking a bit of Thai always makes life easier.
