Well, its Count Louis Zborowski and he's seated in Chitty Bang Bang! As for what he started - Chitty Chitty Bang Bang? It was all based on him, or as part of the development of Brooklands or the Romney, Hythe & Dymchurch railway (which my nephews used to get to school)?
