Thai court has no money!!!!!

I wouldn't have believed the following if it came from anywhere else.
I recently went through an expensive divorce case in Prachuab Court which necessitated me lodging 200K with the court because property was involved.
After the case was resolved, I got a call from the court to come and collect my 'change'. It wasn't a lot, just 25K. My lawyer couldn't collect it and it had to be me in person. Today, I duly took the trip to Prachuab armed with my passport and lawyer. At the finance office, they raked out the paperwork and confirmed that I was due some 25K. However, they couldn't pay me as 'they had no money'. I said that I didn't expect cash, but a cheque is fine. 'Can not do cheque as cheque no good - no money'. Even my lawyer thought it a joke. No joke. They really didn't have any money. 'We call you when we have money to pay' they said. 'When will that be?' I asked. 'Dont know. Have to wait for new case that gives money to court. When we get money we pay you....OK?' What could I say but accept what they say. I found it absolutely incredible.

However it does raise an interesting question. How would you go about suing the court for misappropriation of funds and where would the case be heard??!!
