If you do go for the OA, it's probably best to check with the Thai Embassy/consulate that you'd go through to see if your local police report would suffice.
Afraid I can't advise about your local situation.

My police report was a simple matter that took a very short time to get in one visit. I don't think they charged me, if so it wasn't much. I got it at my local neighborhood police station. All they had to do is put my ID information into their computer and see if any criminal record came up and they had form letters they use when you are clean because people even have to get police reports for some jobs in the U.S. It's not an unusual request and they are ready for it.
My brain is like an Internet browser; 12 tabs are open and 5 of them are not responding, there's a GIF playing in an endless loop,... and where is that annoying music coming from?

If you look at the form Ak provided on the Hull Consulate website http://www.thaiconsul-uk.com/downloads-and-visas.aspx , it states 40 days, and it needs to be in a specific format.
