We've been to this a couple of times in past years and it is pretty amazing... these are not the kites you flew as a kid, some of them are 50 meters long. It is a very colorful, excellent event for photography as well as a day out with the family. They have plenty of food and beverage vendors on hand as well.
In the past it has been held in a huge open area between Hua Hin and Cha-Am on the east (beach side) of the highway. During the time of the festival there will be signs and you can't miss the giant kites.
The summer skies above Phetchaburi will be filled with colour for the International Kite Festival on March 9 to 11 at the Rama VI Camp in Cha Am district.

My brain is like an Internet browser; 12 tabs are open and 5 of them are not responding, there's a GIF playing in an endless loop,... and where is that annoying music coming from?
^ Good idea, it takes a strong wind to get some of those huge kites off the ground. We were there once on a moderately windy day and one giant one could never fly even though they kept trying all afternoon... still fun to watch though as it would get about 90% of it off the ground or all of it just off the ground and then crash into the handlers and surrounding crowd.
