When you hire a Motor car/bike and you get full insurance is that like fully comp in england with a excess ? or will i still have damages to pay both ways ?

If you rent a motorbike, it will probably only have the CTPL insurance (Compulsory Third Party Liability). This insurance only covers for bodily injury/death, so it doesn't give any coverage for third party property damage and/or damage to the rented motorbike. It is not possible to insure rental motorbikes extra, not 1 company in Thailand wants to take that risk (presuming we are talking about "small" motorbikes).
If you rent a car, it would not hurt to check what kind of an insurance is on it. Many of the smaller Thai rental companies claim that the car is insured fully comprehensive, but even if it is, you will find many times on the policy "for private use only, not for hire/rent". This can cause problems when the insurance company finds out that it is a rental after you had an accident (they will not pay out). So it is important to rent a car that is insured as a rental car.
The advertizer on this site (see the top of the page "car rental") does have the correct insurances on the cars.
