Might be able to help you out...I got a Trek 4 Series for sale. Side stand and Cat Eye computer.

I am 5'11" and suits me fine. Rear wheel requires a puncture repair.

You don't mention what you would like to use it for...

If you are just doing trips down the soi as such or around town, the bicycle shop a little further north than the Esso (?... opposite the old polyclinic) garage will give you something suitable for a few grand.

If you are wanting to do do some longer rides I would suggest a bottom end Trek which you can pick up for 6-8000. These things will last you forever really so they are worth the money. My friend is selling a high end Trek bike custom built with all the goodies for 110,000 if that is the kind of bike you are after. XTR components throughout, Top end Rock Shox front suspension, rigid back end so good for road riding.

I'm looking for something affordable primarily. I mostly bike on the streets but occasionally off road.

I would prefer a 28" bike.

Could be a ladies bike or a mountain bike : ) Baskets are often handy.

Hua-Hin Bikes on the main road almost always has a few secondhand bikes for sale, and the people who run the shop are really nice, and service is excellent. The shop is located virtually opposite the Shell filling station and has plenty of bikes standing out front. They are closed on Mondays.
