Does anyone have any recommendations where my son can do his PADI diving course, he is travelling all over thailand and was thinking of doing it in Phuket.

There is no scuba diving in Hua Hin, the closest place to get certified is Koh Tao.

For the pure enjoyment of the dive, the further from Hua Hin would be the better.
He'll not have much fun diving in Hua Hin water. Look anywhere South of Bang Saphan for clearer water and interesting sea life
