Yes, Portugal lies just to the south of the Bay of Biscay which is renown for big seas as Atlantic rollers aproach the Continent. In the Royal Navy we often used to go around this coast line from the UK to Gibraltar and in the winter it could be very nasty indeed.
I don't know if it's just the camera angle but that surfer looks to be suicidally close to the shore!

The photo is misleading because of the point of view and the effects of a lonnnnnnng telephoto. The wave is breaking to the right of the point, not directly in front. He's about 800+ meters from shore.

Brave? Certainly. Crazy? Maybe. Greedy? Maybe. The Billabong XXL contest pays $50,000 for the ride of the year.
