Thai partner or assistant needed for a new business in HH

Hi, I have almost everything ready for running a nice and unique business in Hua Hin But after dealing with Thai management of the potential business collaborators I've come to a conclusion that I'd need a Thai partner in order to establish a successful business in Thailand. The main problem is when I go myself or send a secretary girl (Thai) to a potential client it takes for ages for them to give any answer weather positive or negative I assume that Thais just afraid to loose their face and simply prefer to keep silence instead of saying Yes or No. Have been trying to get an answer since April in some places and still same story - "tomorrow" - is their regular answer
So what I need is a right person (I think it should be Thai) who maybe knows someone or has right connections to give my business a push. The business is depending a lot on the location so I'd need this person to be able to successfully negotiate with location management.

hi gregga ive got a house in hua hin and hope to retire there next year.my thai wife had a very good job in bangkok before she came to live with me in wales 5 years ago. if the right opertunety turned up she could move back before me.thanks dai
