The cabinet has approved the Immigration Commission's annual quota for granting permanent residency to foreign nationals, deputy government spokeswoman Sunisa Lertpakawat said Tuesday.
The 2013 quota allows a maximum of 100 persons per country and 50 stateless persons to be given permanent residency, the same number as last year.
Foreigners wanting to stay in Thailand permanently can submit applications in December at immigration offices in Bangkok and other provinces.
A total of 241 foreigners from 32 countries applied for the permanent resident status last year and authorities are processing their applications, Lt Sunisa said.

Wow not many people applying, if all are below the 100 quota per country then all should be approved... Wonder why in Sept they are still processing these?!?!

I'm sorry if I offend anyone, but obviously not many are going to apply, given the fact that we already know there is very little chance of you actually getting PR. On the surface, everything looks fine and dandy, but in the cold light of day, how many Farang do you know who have PR. Not impossible, but certainly rare.

I know two that have it - both got it in the early 90s when things were a lot easier here and the govt was far less xenophobic.
The figures reflect what a waste of time PR is, only 7.5 people per country (on average) applied last year and it is unlikely that any of these have even been processed yet, let alone granted. It just appears to be another money maker for the government akin to the elite card, offering very few real benefits for the cost.

Always has been 100 per country, but mainly nationals from the subcontinent are applying. PR applications were suspended for a couple of years, only now just being reinstated. I know many people who were waiting for applications to be re-opened.
The benefits are less hoops to jump through re work permits and such, no 90 day reporting and you can stay as long as you want. Certificate of residence (immigration) is of permanent validity, but alien registration certificate (police) is renewable on a five-year basis.
Sure, it'll be seen as a money-maker by some, but I didn't have to pay any 'extras' when I put in for mine.
Note that applications open only in the last week of December, and they only stay open a week.

what do you actually have to do to be eligible ? does it cost money ? can you do it on line or at huahin immigration ? does it work for husband and wife or should each apply ? do you need to show money in the bank like the yearly visa ? etc, etc.....

Criteria:
You must have had a Thai non-immigrant visa for at least three years prior to the submission of your application. Holders of multiple NON-Immigrant visas can not apply. You must have 3 consecutive yearly extensions in order to qualify.
You must be a holder of a non-immigrant visa at the time of submitting your application.
You must be able to meet one of these categories to apply for PR status in Thailand:
Investment category (minimum 3 – 10 Mil. Baht investment in Thailand)
Working/ Business category
Support a family or Humanity Reasons category: In this category, you must have a relationship with a Thai citizen or an alien who already posses a residence permit as a husband or wife; father or mother; or a guardian of a Thai child under 20 years of age.
Expert / academic category
Other categories as determined by Thai Immigration
Costs:
Application for a residence permit – 7,600
Approval of a residence permit (payable on receipt of residence book) – 191,400
Approval of a residence permit (payable on receipt of residence book) for a foreigner married to a Thai, the spouse of a resident, and any of their children who have not reached the status of a Thai juristic person (i.e., unmarried children aged below 20 years) – 95,700
