Supposedly he wanted to be closer to home - but I can't imagine the sum of money being small either!!
With regards to his release from "Kobelco Steelers" it is reportedly on a temporary basis to the end of the Top 14 season -see below: -
"Kobe Kobelco Steelers flyhalf Dan Carter will finish out the rest of the French first-division season with his former team Racing 92, the Top 14 club revealed Sunday.
The Japanese team said Carter will return to Japan to play for Kobe after the Top 14 season ends. The next Top League season will not kick off until January 2020, following a break after the 2019 Rugby World Cup wraps up in November.
The 36-year-old Carter was named the 2018-2019 Top League MVP and Top Kicker in his first season in Japan after helping the Steelers win their first league title since 2003-2004.
He signed on with Kobe at the end of the 2017-2018 Northern Hemisphere season to be closer to his native New Zealand, and said upon joining he was considering ending his career in Japan after playing for two years."

Another top notch match in Tokyo. The better team didn't win IMO. Sunwolves most capped player (forgot name) unfortunately stretchered off with 1 minute left with his right knee in bits.

Really sloppy match hindered by winds where a high kick would stop and come back again. Hurricanes in the first half looked like boys who spent the night at the beer bar watching the pole dancers. They scored two of their tries after 78 minutes!....so they finally got fired up at the end. Not an enjoyable match to watch.

I've been trying to find out more, and as far as I can see is the fixtures are planned for Bang-Bon Stadium in Bangkok, so am now wondering if there's been a late switch. True Arena is not really geared for very many supporters.
