Just a general question about the beach or beaches in Hua Hin.

Are the beach areas open to the general public or does the hotel on beach own the beach directly in front of hotel?

I notice on one Hua Hin map, Bra de Paris - marked off in green I think on that Hua Hin map. Or was it Brassiere de Paris? What is this area?
