Why are 2 types of insurance required for OA visa?

Hi, I've been looking at the OA visa requirements and wondered if anyone can provide me with some help. On the website they ask foe two types of insurance as follows

Health Insurance issued by a Thai or foreign insurer for general illnesses, including COVID-19, with the insured sum of no less than 100,000 USD or 3,000,000 THB

AND

Foreign Insurance Certificate as stipulated by the Office of Insurance Commission and Health Insurance of Thailand, which must be completed, signed and stamped by the insurance company

The first one seems straightforward but I'm not sure what "Foreign Insurance Certificate " is. Any ideas anyone.

Are you sure it’s not the first or the second option, rather than one and two?

Not sure what your circumstances are but if you qualify for an O Visa as well an OA, there is (currently) no compulsory requirement for any insurance.

I've no personal experience of this but I've just read the requirements for health insurance on the websites of about six Thai consulates and this one from Canada seems to be the clearest:

visa applicant for Non-Immigrant Visa “OA” (for retirement long stay) must have health insurance which covers the whole period of stay in Thailand.
Details of the requirement for health insurance are as follows:
1. For In-patient: health insurance policy must have coverage at least 400,000 Thai Baht per policy year.
2 For Out-patient: health insurance policy must have coverage at least 40,000 Thai Baht per policy year.
In addition to the existing required documents, visa applicant for Non-Immigrant Visa “OA” (for retirement long stay) must furnish a completed “Insurance Certificate” as attached, as well as an original health insurance policy. A copy of the health insurance policy may only be accepted, provided that the applicant purchases the health insurance from participating Thai insurance companies as listed here http://longstay.tgia.org/ . (insurance must cover your length of stay and must be notarized)

Even without considering the lawful requirements, I found I had to have 2 types of insurance to be filly covered, one as as in-patient, the other is classed as 'accident' but it is for out-patient use. The latter costs me 3k baht for 100,000k baht cover. I have had a bad 3-weeks, and I now only have 50k left! The former makes me weep!

Sorry to hear about your recent run of bad luck, stop walking under ladders!

How did you get the out-patient cover, is it only for government hospitals, and do you need any Thai connection, like a Thai wife or pink card or whatever?

Comments:
- A Thai listed insurer 'may' provide a certificate saying there is out-patient cover although the policy is only in-patient. This is because insurers' policies including outpatient cover are usually a lot more expensive and customers don't always want them. You would need to discuss with them or your broker before arranging cover.

- Ten years ago my original OA visa application did not require health insurance and so there was no question of needing any notarised certificate. Whether notarisation is an actual requirement for first visa application now (maybe only when applying from outside of Thailand?) or not, yearly extensions of an OA visa don't require your insurance certificate to be notarised. This is my personal experience since the insurance requirement came into force, and is presumably because you are now on the immigration computer system and insurers confirm cover directly to them.

It's not walking under ladders - it's avoiding stupid cuts! 7 stitches for each cut! One abiut 3 weeks ago, the 2nd one yesterday.

It came via my bank - Kasikorn. I think the reverse, its only for private hospitals. I'm sure my premium will go up next year!
