Yes, there was a segment on this on the UK News this morning. The lack of laws governing this in Thailand leaves the "Mules" to simply walk away if caught on the "Thai Side" of immigration for them to simply try again. Though it was mentioned that even the few laws still in place (purchase of large amounts, Identification etc.) in Thailand were simply not enforced.

That’s Thailand in a nutshell - laws that are often not enforced!!
