Is the retirement visa the only visa where you can get it stamped at immigration every 90 days in your 'home' town rather than leave the country every 90 days ?

You can apply for a OA visa in your home country. You need to be over 50, prove savings and get a police clearance certificate and medical. You get a year when you enter Thailand and then just report to Imm every 90 days. If you get a multi-entry OA, you can exit Thailand as many times as you want and you'll get a year permitted to stay stamp every time you return. So, exiting just before the visa expires makes it work for 2 years. That's one visa.
The other options are actually not visas, but extensions to them. There is retirement, as you say. You'll need to show an overseas income of 65k a month or 800k in a Thai bank account, or a combination of the two (as long as it works out to over 800k a year).
Then there's a family income extension (the old support Thai wife one). You need to show overseas income of 40k per month.
There are other papers necessary, but that's the gist of it. Both the above extensions come off a Non Immigrant visa. Imm normally like you to apply 3-4 weeks before any 90 day entry stamp expires. Both of them only require you to report every 90 days, not leave the country.
A multiple-entry Non Imm O visa requires you to exit every 90 days.

The application form from Hull mentions 'O' visa which allows 90 days as many times as you wish if you get a multi but nowhere does it mention 'OA'........................

That's because Hull can't issue them. Only obtainable from the London Embassy.
