BMW's/ Armani Suits vs Crouded Classrooms/Limited Budgets
I won't ramble on too much about this, as we are all quite familiar with LOS corruption in the various arenas of government. I am employed by a government university in HH teaching English for Tourism and Marketing. This week I attended a large ceremory for all the students, professors, and top brass officials from BKK. As I walked from the parking to the ceremony, I realized i was walking through a BMW/Merc sales room. I stopped and began counting German sports cars. I stopped counting at 40, cars all retailing over 60,000USD. On a typical school day this parking lot is only full of Honda Dreams and rusted bicyles. Interesting, considering our classrooms are delapited, desks are in dire need of repair, aircon units that haven't worked for years, plumbing that works 50% of the time...all because "we have a limited budget" 

Indeed it is frustrating.
The reasoning behind all the 'we have a limited budget' talk ( schools, police, roads hospitals etc ) is because the people at the top of the ladder in said occupations want a big portion of the pie. In preportion to anywhere else in the world it seems that far too much money seems to go to the top of the ladder, further extending the gaping hole beteween Rich and Poor, there is no middle ground.
It is always, has been and always will be the case here hence Thailand will never move forward without the help of farang money!! It's quite simple.

Very astute Cowtown, have worked in schools,universities myself and it is surprising to see when they whinge about this stuff or salaries etc.
But it is avarice refined to almost a cynical extent and your observations are 'spot on'.
They complain about the lack of money for things and if there wasn't so much blatant corruption, then all the schools, hospitals, councils and local administrations would have the top of the line 'everything'.
Thailand is not short of money, it's just long on greedy bast..ds.
Even when they build roads, re-doing a road cost about 1.5 million a km, but it actually only really costs about 700,000 a km, but everyone has to have their slice of the cake, the contractor, the governor, the local area 'big guy', the list is endless.
Amazing how much public money ends up in the bank accounts of BMW and Mercedes.
There is no way any of them can afford any of it unless this happens. Even farangs I know on 150,000 a month pensions can't afford them and to get that in a legit way as a Thai is VERY HARD.
Recently read a report in the 'Pattaya post' about a police sargent that had his house robbed while he was there and when the other police turned up they found him 'handcuffed to one of his two BMWs'.
Ironic!
Sure I'm just pointing out the easy things to notice, but enjoyed ranting and raving about it.
