I am thinking of moving Hua Hin.

What is the taxi - public transportation like now?

You could try looking here:
http://www.expathuahin.com/

or here:
http://www.tourismhuahin.com/

Probably the latter publication will answer your question better.

Plenty of taxis, tuk tuks and motorbike taxis. Songthaews run from around the airport north of town to Khao Takiab (change at the night market) and from the centre out of town on the Palu U road heading west.

There are public non air-con busses that run up and down Petchkasem road between Cha-Am, Hua Hin, and Pranburi. In Hua Hin there are motorcycle taxis, pickup taxis (but no metered taxies like in Bangkok), and the baht buses which are green covered pickups that run up and down the main road between Hua Hin and Takiab and to the market about every 20 minutes (about ten baht for any distance).
