Actually not true. I have know many Thai bikers and they often treat their bikes with TLC. The thing is you are never really going to know who has ridden the bike.
Whats more important is to make sure that the geometry is sound and there are no weld marks where there should not be any.
Also check things that would be checked on a service to determine if it has been serviced recently.
There is a bike dealer in the Klong Road after the lights on the left and another up in Cha Am but I am not sure exactly where.

between Mrs S an I we own 6 mopeds (Mios and Finos) and two larger chop style bikes. I also have a few farang mates with bigger bikes - mainly Shadow 6 or 9s.... we have a couple of Shadow 6s.
Mine, and my mates, experience of buying second hand bikes is obviously different to yours.
I, and they, find that Thais dont tend to maintain them regularly such as putting oil in them, coolant in them, air in the tyres, checking/decoking the spark plugs, checking battery acid levels, spoke tensions, brakes, lights... the list goes on. These are the ones Ive seen when second hand shopping.
Thais tend to think these are things that get done as part of the "garage" service routine....and I include Mrs S in that category. I have also seen some of the same ills back in the UK....just a lot less frequently.
Car buyers tell me its the same with cars. Outside looks nice ... alls fine....despite the engine sounding like a bag of spanners.
Ive seen a fair few clunkers.... Ive had people trying to sell me them and people trying to hire me them.
I know also the lads in the Tombstones and other enthusiasts that run excellent and well maintained machines. There are some diamonds running round town....including a lovely old (Italian?) unusual classic bike (cafe racer style) I would kill for. Their bikes are in excellent condition.
To me tho mate they are the exceptions.

The OP was straight forward and I directed him to one of the bike clubs in the Klong road where they will at least know what they are talking about.
I have never (and never will have) bought any bike second hand so cannot advise over and above "take care". I even check brand new bikes with a Fine tooth comb.
I am not saying that should apply to everybody though, and I am sure that there are second hand bikes out there that are fine.
