You can make the calls to Thailand from a laptop, mobile app, or even a normal landline phone using a special box connected to your phone if you don't want to use a laptop or PC.
Otherwise, calls from Localphone cost between 1-2p per minute using UK 02 national numbers which are often either free from a landline or included in UK mobile 'free' contract minutes.
Skype is the best I know. You can talk unlimited for as long as you want.

The Skype unlimited worldwide plan is excellent, but in reality it is neither unlimited nor worldwide. If you read the small print you will find that Skype have a fair useage policy, which limits you to the number of minutes available, though if my memory serves me correctly, which it doesn't always these days due to age and alcohol, it's something like 10,000 mins/month, so unless you have absolute verbal diarrhoea should be more than sufficient. In addition, the plan only covers about 50 countries, though it includes probably all of those that any of us would need, which is why I consider it excellent value.

That sounds very similar to Skype's free services.
Skype's paid subscription services or PAYG allow you to call someone who only has a mobile or landline.
when in england buy a lyca mobile sim card calls to thailand 1p a min but you need to have a open network phone and you can use it were ever you are. £15 for a phone in carphone warehouse
