PAD Announcement 29/2008: Conditions for New Government

.....Finally, the PAD will monitor the change in political alliance of the old-style politics and whether it will be able to break through the political crisis, deal with the Thaksin regime, and enter the era of new politics. The PAD, as representative of the public, issues 13 conditions for the new government.

1. Speed up the lese majeste cases against Jakrapob Penkair, Weera Musikapong, websites, publications, community radio stations, and crack down on the movement that endangers the Monarchy as a priority.

2. Announce its stance of not amending the 2007 Constitution or any other law that will whitewash the crimes of politicians, that will benefit politicians’ own interests, that will lessen the authority of the Monarchy or disturb the foundation of the country’s Constitutional Monarchy.

3. Support good and talented people into power; prevent evil people from taking power; managing the country with transparency; and stop unacceptable politicians or state officials, those with conflicts of interest, or those with corrupt tendency to take power.

4. Speed up corruption cases to enter the judicial process and prevent direct and indirect interference into the cases. Transfer state officials who have been serving the Thaksin regime out of power, such as the director-general of the Department of Special Investigation, the director-general of the Public Relations Department, the director of the Budget Bureau, the secretary-general of the Food and Drugs Administration, etc. Seize corrupt assets to become state assets once again.

For the benefit of the country, the new government should announce its stance in speeding up the Kao Kradong State Railway Authority of Thailand land violation case and the violation of public land in Satuk district of Buri Ram province. It should also cancel the rental contract for illegitimate shops at the Suvarnabhumi Airport and cancel the shows and prosecute state officials and private companies involved in the non-transparent rental of buying of airtime on the Public Relation Department’s Channel 11.

5. Cancel the passport of Pol. Lt. Col. Thaksin Shinawatra, a runaway convict of the country.

6. Speed up the extradition process of Pol. Lt. Col. Thaksin Shinawatra, a runaway convict, to return to serve his jail term in Thailand immediately.

7. Announce the cancellation of the Thai-Cambodian joint communiqué that gave away Preah Vihear Temple and its surrounding areas to Cambodia and protect Thai sovereignty over its land and natural gas and oil resources in the Gulf of Thailand.

8. Speed up the eradication of a police state and transfer police officers who accuse, trick, and intimidate PAD supporters to an inactive post. Prosecute police officers involved in the killing of the people on October 7, 2008 and those who accuse the public of being traitors and terrorists, particularly Pol. Gen. Chongrak Chutanont, Pol. Lt. Gen. Suchart Muenkaew, Pol. Maj. Gen. Amnuay Nimmano, Pol. Lt. Gen. Somyos Poompanmuang, Pol. Col. Luechai Sudyod, etc. Restore justice for the police officers who have been honest and brave in protecting the people’s interest through promotions in their job.

9. Speed up the cases and prosecute those implicated by the National Human Rights Commission and the Senate committees for being involved in the killing of the people, such as Somchai Wongsawat, Gen. Chavalit Yongjaiyudh, and state officials. Prosecute thugs who side with the government in hurting and killing protesters to the fullest extent.

10. Stop using state media to issue propaganda and lie to the public for the Thaksin regime, particularly the ‘Truth Today’ program on NBT station and its hosts. Launch a media reform to allow the public access to complete information to benefit the country and the people.

11. Cancel large-scale and non-transparent projects that will lead to the demise of the country, such as the 4,000 NGV bus rental, the construction of the new Parliament, etc.

12. Cancel the 1999 State Enterprise Bill and replace it with a state enterprise development and restructuring plan for the utmost benefit of the people. Restore privatized state enterprises as state property, especially PTT.

13. Show the stance of supporting the public in building new politics with greater public participation in politics to ensure true democracy for politics, the economy, and the society accordingly to the way of the PAD and to prevent a future political crisis. ...

Thoughts: At first it's unbelievable that people, which call themselves to be an "elite" produce this kind of childish conditions. Sounds like: 1. We want to have a new castle on our playground, 2. Peter shouldn't make me angry, 3. On dinner we want seafood, but no noodle soup anymore, 4. Kerstin is stupid, 5. ...
As second, if just a part of these so-called conditions would be reality, the level of corruption, denunciation and blackmailing in this country will reach a new dimension...nearly without any limits, IMO.
It makes tired to observe, how this former nice country is coming down more and more! :?

It is incredible that a relatively small group of people to take hostage the whole Thailand, and now they want to change the laws in the name of democracy.....

Thaksin is probably corrupt, but stupid he is not. He did something for the poor population
Unfortunately, there are a lot of unbelievable korrutpion in Thailand - whether it be different? I'dont think so. it makes one worry is that it is the authorities - as they should be a good example for the people - who commit crime

Hi there Y'all!!!

What comes next after these conditions had been particially met. Another set of conbditions will follow involving Thailands economy like the following

1. severly restrict expansion of those so called Hypermarkets (Like Tesco/Lotus, Big C, Carrefour ect. and after careful examination local Minucipalities can close down branches of those Hypermarkets which are to close to local communities.

2. Support traditional Economy by giving incentives for Famimies who wantsto open Shophouses aas their own Company.

SOp All Mega Projects that are planned and implemented right now
(Wait a minute... That is allready in the first set of conditions.

I Think there are elemtns within the PAD that would see all those Foreign Hyperstores close and would Push the Leaders for some Action on that.

And they want to Stage weekly protest at diffrent locations until all demanded conditions are met.

IMO Getting really tired of this all.

Well, unfortunately these guys are the inofficial "owners" of Thailand...from the economical view...and they give a shit about "votes".
They want to get back their former influence and power, doesn't matter on which costs.
Thaksin used the democratically system for his own cunning aims, and to install his own "establishment"!
He understood very well, that votes are counting in such a democratically system...therefore he invested into the forgotten rural community...
He really woke up a sleeping dragon!
Whatever will happens in future here, the poor population know now, that they can have a better life than the old establishment tried to tell them in all the decades ago.

The ideas of the PAD, if implemented, will send this country backwards by a good 25 years ... but leaving Thaksin in control will send it back 30, cause more bloodshed than in wartime - and in the process make a few people (Shinawatra family and cohorts) far richer than they are now. The rural northeast will get a short term fix and the odd mobile phone thrown in their direction.

So its a case of bad or worse, make the choice?

Votes don't matter unless they're real - which won't happen in Thailand unless a third party can monitor the election and prevent corruption - which won't happen because Thais can do everything without those horrible aliens.

So ... its another 20-30 years of bullshit then! :thumb:

I will merely point out that having a vote means you can sack a corrupt government, at least in principle.

And I would beg to differ on Thaksin - his policies in the north catapulted the area forward 30 years, not backward.

And yes, the BS will continue.

If putting people into debt and not offering them any education is an advancement then ok ... forward 30 years it is ... :roll:

I certainly consider the micro-finance system he introduced there to be something of an advance over the (largely mediaeval) debt-slavery system that was there previously.

I think I said “Be careful what you wish for” to the forum a long time ago
This latest PAD message is not only too the PPP TRT Pauea party its also telling the Democratic party
“Do it our way or we will bring you down as well”
The PAD has shown in spades their Total disregard for foreigners and democracy full stop.
Therefore expect midnight bar closing again courtesy of one of the PAD leaders. Follow that with a further tightening of Immigration rules not necessarily changes but certainly a by the book attitude (the PAD interpretation of the book that is) (It wont be the Farang interpretation that’s for certain)
Add a little legislation on shell companies a small pinch of enforcing the Land Act section 4 add a clause to the lease act 30 years and no more irrespective of legal bumf
And hey presto we have PAD Utopia irrespective of which party make up the government
And when the farangs scream you are killing tourism the PAD will say NOT US GOV we are not a political party we don’t have any MPs and anyway it’s the credit crunch



The only way as I see it to put this country right is to find a leader with the courage to do what is really needed irrespective of the political consequences to himself or his party and to put the country and its people FIRST.

Now having found ELVIS alive and well this is what I think he should do

1. Purchase computers to come under an all party electoral commission that will monitor all voter registration country wide to stop double voting
2. Scrap, bury, burn, destroy, eradicate all electoral rolls in existence based on Tabien Bahns (some people have 9/10 tabien bahns)
3. Have a 4 month period where everyone registers to vote where they live and work based on ID card numbers
4. Using all media educate the people in democracy and the rules for registration and voting (ie selling their vote is illegal). Daily right up to the first election
5. Having got the registration figures, using the demographics redraw the constituency boundarys to reflect an equal number of voters per MP
6. After and only when everything is in place hold a general election
7. Any irregularities to be dealt with after the election through impartial courts and by elections called if necessary
8. Let the vote take place let the chips fall and all MPs and the people live with it


THAT’S DEMOCRACY I think :?


How to deal with Mr T
I am not a fan of court TV But in my mind if any trial should ever be shown live on TV chapter and verse warts and all it would be Mr Ts

1. It would show the people that idolize him that he is not as squeaky clean as they believe
2. It may show the haters he is not as bad as they have been led to believe
3. It would make any judges (of both sides) cautious of handing down any politically motivated judgements
4. This would remove any argument that he cannot get a fair trial
5. We could all see the evidence and witnesses and decide for ourselves the credibility of the case
6. It would stop the hes bad hes good he is he isn’t which has changed nothing for 2 years

Most importantly it would allow the country to examine where it goes from there WITH him or WITHOUT him

One of the curiosities of the Thai political system is that after the courts have banned a political party for vote buying, there is now a massive lobbying process going on to buy MPs votes (55 million baht per seat has been reported), which the election commision has stated is beyond their authority.
It seems that it’s illegal to buy a single vote at an election, but not to buy the whole constituency when you want to form a government.

MPs to be paid Bt50m if they're sick on Monday's PM vote : Suthep

The Democrats are concerned about a last-ditch attempt to spend Bt50 million in order to derail Monday 's vote for their party leader Abhisit Vejjajiva as prime minister, party spokesman Buranat Samuttharak said Sunday.

"Party secretary general Suthep Thuagsuban has confirmed about the payments to MPs if they agree to take a sick leave during the vote for prime minister," Buranat said.

He said the Democrats wanted to remind relevant authorities to ensure a peaceful House session and that they would not be present at the session if violence erupts.

About 1,200 policemen will be deployed to keep peace at the House, Metropolitan Police commissioner Lt General Suchart Muenkaew said.

The anti-riot forces will begin to beef up security from yesterday's afternoon to the today's conclusion of the House voting session, Suchart said.

He said police did not anticipate the eruption of violence. A number of crowds might show up to rally in support of respective candidates for the position of prime minister but they do not expect to cause any trouble, he said.

The House is scheduled to convene at 9.30 am to cast votes on who should be the next prime minister. Each MP is expected to vote in a roll call which will take about an hour to complete.

The Pheu Thai Party resolved in an unanimous decision to support the forming of a national government under the premiership of Puea Pandin Party leader Pracha Promnok.

The proposal to nominate Pracha as prime minister has been advanced by Pracharaj Party leader Snoh Thienthong.
