Original reply deleted, as I read Rayong instead of Ranong... :oops:

I don't think there's a bus direct to Ranong, only a minibus, which will probably take about 5-6 hours, depending how hyped-up the driver is...

You can take a VIP bus from the new bus station but you need to book the day before. I usually wait for a bus at the clock tower (1st or 2nd class) which comes past quite often. I always take the one which comes past at about 23h00 and that gets you to Ranong at about 05h00 in the morning. Immigration is at the pier now so once you check out, just jump onto one of the taxi boats (50 baht)

You have a choice of night-buses that leave HH around 10pm daily.
One is the 1st class (Borr Nung) and the other is the 24 seat VIP.
If you are a bit concerned about a Thai sitting next to you for 7 hrs,then take the VIP cos it has pairs of seats down 1 side and singles down the other. The 1st class is about 150b cheaper tho'.
The main problem is not the getting down there for a visa its the getting back up here as the 1st class buses both leave together at 08.30.
Leaving you with the options of
A. Second class bus leaving at 10.30am (arr.HH about 17.00hrs)
B. Mini bus to Chumpon,then catch the 12.30 Sprinter-train to HH.
C.Mini-bus to Chumpon,get them to drop you of at the main intersection of road south,then 1+km taxi-ride to No.1 bus station and jump on nice bus there (to Pranburi),then bus to HH.(sounds hard but its easy really,treat it all as an adventure/Grand-Day-Out...ha!)

It's a while since I did the trip, but isn't there an 8am Phuket bus passing through HH that drops off in Ranong about 6-7 hours later?
Buses from Ranong to BKK, passing through HH leave pretty regularly from 3-6 pm.
