The U.S. Ambassy in Bangkok may have annual sales of surplus equipment which could include metal storage chests (safety file cabinets). Worth a try. http://bangkok.usembassy.gov/ - phone and ask for the General Services Officer (GSO). You could also try the Big Kiang shop on Petchkasem here in Hua Hin, almost opposite of Market Village. :)

might help if you explained what it is for......your OP covers everything from a filing cabinet or petty cash box to a gun cabinet or safe.
