Water meter connection documents

Hi, I'm afraid it's a boring and tedious topic, but I wonder if anyone can help...

I need to connect my new water meter as soon as possible but as I'm not in HH right now my (Thai) neighbour is kindly going to do the necessary for me. I believe the water department will accept signed copies of the documents listed below, provided the Blue Book and Chanote are 'stamped'. So if I get copies of them notarised/certified by a solicitor in Hong Kong and send them over to my neighbour to facilitate, will this be acceptable, or OTT? (Does 'stamp' mean something else?)

I think I need to supply:

Letter giving my neighbour power of attorney to act on my behalf
Passport copy, signed
Blue Book copy, signed and stamped
Chanote copy, signed and stamped
Lease Agreement copy, signed
Electric bill
Building permit copy
Village plan
Connection fee

I don't want to waste my neighbour's time by giving them insufficient or wrong documentation, and I'm soooo looking forward not to have to get water delivered by tanker so should really appreciate any info/advice anyone out there can give me.

I think you have it covered. I put the water into my name several years ago and like yourself every document under the sun required. Rules changing constantly. From memory I had to pay a deposit 3 or 5000??

Maybe better if your present at the Water Dept rather than giving your neighbour copies of important documents? Just my take if it can wait... :thumb:

Thanks for your reply. Sorry for being both thick and boring - not exactly the most thrilling topic, is it - but I still haven't quite got my head 'round this.

Am I right in thinking that the only reason the water dept needs to have stamped (i.e. notarised) photocopies is because they don't get to see the originals. So if I walk in to the water dept and show them the ORIGINAL Blue Book and Chonote plus the other docs required and pay the fee, then in theory I should get connected, thus saving me the time and hassle of sending photocopies to/from Notary in Thailand (and THB3,600 plus courier fees) and then sending these on to neighbour etc etc. Or does the water dept want notarised copies to keep on their files anyway? Unlikely, but I have no idea how it works...

The thing is, I'll only have one day in Hua Hin to go to the water dept and I doubt if I I will be able to bring a Thai-speaking person with me. Is it do-able, with originals only? Would welcome any advice. Thanks!
