ok here we go , do you need a boat licence to drive a pleasure craft 17 to 25 ft
if your buying one what does the boat come with a blue book green book yellow book????
for proof of ownership??

If it's a pleasure craft for yourself i would say no problem, if it is for commercial hire i would say you need a Thai skipper with a masters licence.
I would also think that you would need to fly a thai flag and not an ensign from the stern as that might get you into hot water
pardon the pun.

Hi bozzman
If you're buying a Thai registered boat, the registration book is dark blue and is A5 size - make sure you have the registration book checked before purchase.
Regarding a skipper's licence:
You do theoretically require one - though checks are very rare.
If you can prove you have lived in Thailand for 2 years, you can get a class 2 licence - which will cover you for boats up to around 50 ft.
You don't have to take any tests and we can organise it for you here in Paknampran and save you the trouble of going to Prachuabkrikhan city 2 or 3 times.
