A couple of questions, I've seen a few reports about the dog centre and it seems they really encourage dog adoption.
Is the dog centre still there?
Do landlords generally allow pet dogs or not necessarily?
Do people have pet cats?

Some owners will allow pets. You'll need to discuss that seperately.
I have heard of some landlords that have refused or objected to tennants housing uncaged pets. However only with Thai residences. Best things is to check first with the landlord/lady.
The biggest problem in Hua Hin at the moment seems to be that if you have a very good looking pet then someone steals it.
I know of three Golden Retrievers, two American Pit Bull Terriers and two Siamese cats that have been stolen in the last six months.

Them dirty soi dogs drive my dog wild when they come to the gate. would Love a remote water shooter at front gate like the osbournes. some soi dogs are covered in ticks also so best use the tick shampoo everytime washing. Them soi dogs are everywhere in packs and give a right poverty atmosphere to places.
In phuket they built a big dog shelter for them and seperated the sick and abusive dogs. Also they had plans to neuter them all. Think it was 200-400 baht a dog to neuter them but seems to be the best solution to stop them.
Pedigree chum is 40baht a kilo at the markets.
A thai neighbour who used sell dogs at the weekend market told me he used get them from dog farms so if you do buy a good dog it would be better to check where it came from or buy from a family and not support dog farms.

Puppies were beeing dealt out recently from a "tame" dog at a guest house in Hua Hin. Many of the takers were children. My guess it that some of theses dogs will end up in the streets looking for food and biting unaware people approaching their territory. Children look at puppies as cute little toys, but most of them are not responsible enough to take care of a dog, and should not be allowed to have one.
