While I don't dive myself, I would say you best bet in Hua-Hin would be a hotel swimming pool.

The nearest place that I go to is Chumphon, which is about 3 hrs drive south from Hua Hin. There was a place in Ban Krut but I believe this is now closed. Also from Chumphon you can access Koh Tao by high speed catamaran.
If you search this site there are other threads with info on this.

Yep, you cant dive in Hua Hin unless you want to see mud.
Koh Talu is the closest place though the islands around Chumphon offer better visibility and marine life, the link above has some underwater images.

Re: Diving in Hua Hin
There used to be a dive school operating on Koh Talu but rumour has it has closed ? The next closest is Chumphon which has for me some of the best diving in the gulf. Far better than Koh Tao and you get very few divers there. You then have Koh Tao. lots of dives schools and close to hand dive sites makes for an easy weekend dive destination. South of Tao is all technical diving but some really nice wrecks.
You also have some very nice fresh water diving South of Chumphon in Koh Sok National park.

I never forget a face but in your case I'll make an exception!

There is no dive school on Koh Talu, only a resort. You can dive around the island though, contact Kig Tours who run dive trips out of Bangsaphan Noi : 081-9953787

Sail rock has been very good of late, lots of big fish and the sharks are still hanging around which is good

Bull sharks almost every day and occasional whale sharks. Better head to Koh Tao or Koh Phagnan tor some good diving. And not that far away from HH.
