Firstly I was taken back by the level of interest in my earlier posting ; requesting the web address for the municipality.
It appears that there may not be a website at all.
I have read some recent information calling Hua Hin a future "Paradise City" and believe that the municipality have the dream to work towards this.
I am sure that a website promoting the central cervices of the municipality would be in their benefit and certainly if it were in English it would be of benefit to me.
I am coming to Thailand in 2 weeks and will spend some time in Hua Hin. I will be visiting the municipality as well as I have a number of issues I need to discuss with them, fortunately my Chinese Girlfriend who speaks Thai will be able to ask about a website or a possible future one.
I will feed back once I have further facts and information

Hua Hin municipality now has a website of its own. And there is an e-mail address for anyone who wants to quickly contact the municipality.
The Hua Hin municipality website can be found at www.huahin.go.th where interested people can click on and have a look at local activities, services, and information regarding Hua Hin city. Hua Hin municipality aims to improve communication not just between the municipality and local people, but also to improve access for people who live outside Thailand or those persons who have interest in Hua Hin or plan to visit this city.
Khun Siraphan Kamolpramote, Hua Hin mayor, urges people to write to municipality's e-mail info@huahin.go.th if they have any questions or comments regarding Hua Hin town, services, officers and staff.

I have tried the website, it looks great, only it is in Thai, there is a function to convert it to English, however it doesnt appear to work, I have emailed the municipality regarding this problem
