I have been making enquiries here about a retirement visa. It appears I can only apply for one of these when Im in thailand. Has anyone any experience? Do I apply in Bangkok or HH?

Not so.
Firstly you'll have to get a Non-Immigrant Visa. Being a visa, it has to be obtained outside of Thailand. You're best bet will be to apply at The Embassy in London or a consulate. Hull are user friendly and applications can be made by post. Take a look at

Once you've got that and you're in Thailand, you can apply for an extension of stay to that visa for one year based on your retirement. This part is done in Thailand and may be where you're getting confused. You can apply at the police station here in HH, BKK or any other immigration office.
You'll need to demonstrate your financial standing to get the extension, so be prepared. Once you have that you only need to report to imm every 90 days. There's no need to exit the country.
