From what i understand he's the caretaker prime minister, a post that he took holiday from when it was getting too hot, and now got back to, so he could be in the spotlight again.
I found a station showing the Royal Barge procession and so forth in English. It was spectacular and much more enjoyable when you can understand what the hell is going on....
