Dunno about the arrivals area but definitely plenty upstairs in departures so no need to worry.

I have been through the new airport six times now and there are many, many ATM’s all around the airport.

Unfortunately the airport is so large I cannot remember the exact locations.

Airside they can be found in and near the shopping areas.

On the general public side they can be found both in the departure check in hall and the arrival area (which is generally jammed with taxi touts).

There are also numerous forex desks around the airport operated by the major Thai banks.

I am pretty sure there is an ATM at the side of the exchange counter which is what Itkman is talking about.
