A friend on Avalon has just received notification of a new council/ house tax. Anyone heard of this?

With ref to your post, received this from our lawyer this morning.
I write to inform you that the Hua-Hin, Cha-Am and Pranburi Local Authority are starting to introduce a Local Property(House) and Local Tax. This will be gradually introduced, in the future they will write to you informing you of the rate you will have to pay and you will have 30 days to pay the relevant amount.

I had to pay tax for this year + the four last years in one go.
Tessaban started this year with this new taxation.
They can go up to a maximum of five years (backwards of course) to collect their tea money.
ONLY farangs have to pay, if you have your property in a Thai's name you pay nothing.

I do not believe this is new.
My wife was told about it nearly 3 years ago when we finished our first houses on a project.
She was told it was so ridiculously low, something like 60 Baht a year (we're outside Tessabahn area, maybe its more inside) and they don't bother collecting it often.
Maybe they collect every few years and that's what they're doing now to OP friend.
This one I'vejust described is for everyone, not just farangs.

She was told it was so ridiculously low, something like 60 Baht a year (we're outside Tessabahn area, maybe its more inside) and they don't bother collecting it often.

I paid 11.000 Baht for my house & property the 6th of March this year, and I was among the first who paid this tax I was told by my lawyer.
Mind you, this comes on top of the yearly governmental tax.
The Thais do not pay local tax.
A pure welfare for the farangs.

Do you have an official invoice/demand bill or receipt for it Norseman, what is it called ?
I'd be surprised if they can just ask Farangs for it, do you live on a 'development' ? They could get away with introducing a 'development' tax, which mostly would be Farangs.
What was you told about "if you have your property in a Thai's name you pay nothing" ? Did they mean Thai on the Chanote rather than Limited Company or Thai in a Blue Book etc.

I will have to confess ignorance of such a tax and would welcome information should it exist .My gut feelings are that SJ is asking the right questions .As foreigners cannot own property what would be the point of a tax on foreign owned property ?
I assume you are not refering to the minimal (plate of rice a year per rai) land tax which incurs a fine if not paid for 5 years ? If so fine is only 100bt but maybe they could add costs for demand letters etc.
Anyone with real knowledge please share before the trolls get hold of it and start posting the usual ill informed spherical objects .

People with property under a Limited Company are liable for this as the farang shareholder of the company is renting the property off the company. The Limited Company usually declares this rental, if they don't or they declare a low amount the Revenue Department can impose their assessed value in line with market value.House and Land Tax:
This is a property tax levied on rented properties. It is payable annually at a flat rate of 12.5% of the assessed annual rental value of the property. Only owner-occupied and vacant dwellings are exempt.

SJLand Tax:
