Regarding the road, yes it is a fast road but no less or more dangerous than other roads in HH, sadly the same drivers who inhabit the town do travel down this road.
As regards the public housing, it sprung up along the road about 20 months ago and is intended for Thais who want to buy not rent. The units cost around 500,000 baht and have ten year mortgages, as yet not many have sold and construction seems to have stopped for whatever reason.
Khao Tao remains a nice place to stay, close to town but far enough away from it to have peace and quiet.

You are right about the drivers, but at night that road is unlit, and with the preponderance of Thais to drive either without headlights (particularly motosais) or badly adjusted ones, it makes it more hazardous, along with the buses that steam along it often drifting into the opposite lane.
