I am a Civil Servant, working in the UK. At work I am often baffled by TLAs, but it is a way of life in the Civil Service, and you learn to live with it.
I've also noticed a tendency to use TLAs regularly on this forum, with one being used as a subject header earlier today. OK, I worked it out eventually, but why, why, why do we do it to ourselves?

IMO any SOB can use TLA's.

IMO if one uses a TDA that the majority will not know the text should be written first and the TDA in brackets afterwards

A tla should not be used in the heading. The first time it is used it should be followed by the full details in brackets.
