I hope I can clear things up a little but you are unlikely to get a quick solution but TIT so maybe.
The card is owned by the issuing bank in Ireland.
Northampton is the address for Barclaycard (not relevant to you). The Visa office responsible for Ireland is in London. The only UK & Ireland office that I am aware off.

The owners of the ATM are only allowed to hold your card if the issuing bank permits them to do so under the rules of Visa.
Witholding your card, stopping your card and temporary blocking your card are three separate transactions.
If your card is stopped there is no reversal procedure.
If it is blocked there is.
If the card has been withheld by a bank there is no immediate need to do either.
The solution.
The first step is to take all ID you have including accommodation contracts to the acquiring bank (the bank that owned the ATM). Tell them your story. You may need to supply your PIN but it will be with a PIN entry pad connected to a PC. Do not write it down or tell anybody. If you suspect that someone in the bank got access then change the PIN as soon as you get the card back.
It maybe that easy if you are lucky.
If the card has been destroyed, sent back in the Visa pipeline to the issuing bank or stopped then you have to reapply from your bank.
If the card is still in possession of the bank but they will not hand it over or it has been blocked you need to contact your bank to get it released.
You will almost certainly need an Irish address if you get a replacement card sent. The banks do not like sending cards and PINs out of their home countries. You don't want it either even if you think you do.
What confuses me is that you have to miss key your PIN three times before it is captured.
If that did not happen you have a very good case with the acquiring bank.
