As I understand it, the citing system is to ensure that foul play that would have led to a yellow or red card that goes unseen and unpunished by the ref is dealt with after the match. So Tuilagi's tackle, for example, wouldn't meet the citing criteria. And what about Marler's manipulation of Jones' tackle? This was clearly not some malicious attack intended to disable or cause pain, it was nothing more than a bad joke or, at worst, a wind-up. If the ref had seen it, would he have taken action? I would suggest a strong word and a finger-wagging would have been the likeliest outcome. certainly not a red card.
